对我国新能源示范城市顶层设计的剖析和推进城市新能源利用的政策建议

Top Level Policy Analysis of New Energy Demonstration City in China and PromotingSuggestion on New Energy Usage in Urban Areas

新能源示范城市政策是我国规模化发展新能源和提高城市用能绿色和安全水平的重要保障。深化推进全国范围内以城市为单元的新能源示范工作,亟需全面归纳分析相关政策。该研究从顶层设计层面系统分析了我国新能源示范城市政策的发展脉络,调研了国内省、直辖市和自治区的政策响应特征,识别在政策推进过程中可能存在的问题或难点。根据国家新能源发展规划对新能源示范城市的发展要求,提出了今后政策发展的若干重大方面,主要包括部市间的政策体系架构的再完善;省、直辖市层面技术规划规范标准的政策研究与发布;促进新能源城市建设的立法保障;激发地方深化创建的投融资机制和产业政策等。

Policy of new energy demonstration city is China＇s large-scale development of new energy and it improves the city with an important guarantee for green and safety level of the city.Deepen nationwide with the city as the unit of new energy demonstration work, need comprehensive analysis of relevant policies, research summarize the first city of practical experience and demonstration mode, so as to deepen the first demonstration work provides the policy reference. Analysis of the development of China＇s new energy demonstration city policy from the top level design system, domestic provinces, municipalities and autonomous regions of the policy response characteristic research, problems or difficulties of identification may exist in the policy to promote the process. According to the national new energy development planning of the development of new energy demonstration city requirements, and puts forward some major aspects of future policy development, to improve the policy system mainly includes the Architecture Department of the province; Study on policy and release, municipalities directly under the central government for planning of city level technical standards; to promote new energy city construction legislation; stimulating local deepening the construction of investment and financing mechanism and industrial policy.
