摘要
基于中国29个省（市、区）1997年-2010年的面板数据构建空间计量模型，就公共资本对私人部门经济增长的影响进行空间面板计量分析。结果表明：即使考虑到邻近地区经济增长的外溢性，中国公共资本对私人部门的经济增长仍有显著促进作用。这一结果证实了中国公共资本对私人经济的“挤入效应”，也说明中国经济不存在“国进民退”问题。
Based on the panel data of 29 Chinese provincial-level administrative regions during the penod from 1997 to 2010, the paper constructs a spatial econometric model for the spatial panel econometric analysis of the impact of public capital on private sector growth. The results indicate that, even if taking into account spillovers of adjacent regional economic growth, Chinese public capital still plays a significant role in promoting the economic growth of private sectors. This estimation result not only confirms the ＂crowding-in effect＂ of public capital on the private economy of China, but also shows that the problem of ＂country back＂ does not exist in China.
