通过党的十八届三中全会中提出的指导精神,从"市场在资源配置中起决定性作用和更好发挥政府作用"角度分析我国基本药物招标过程中出现的问题以及提出相关的建议。基本药物招标应该处理好市场与政府的关系,发挥市场调节作用,发挥医保部门采购方作用,政府相关部门应该加强药品质量与价格监管等。

By the third plenary session of the 18th Communist Party of China （CPC）,to Analysis of the problems of the tendering of Essential Drugs,and puts forward related Suggestions,from the main idea′in the market plays a decisive role in the allocation of re-sources and better give play to the role of the government′.The Tendering of Essential Drugs should deal with the relationship between market and government,Health care departments participating in the tendering of Essential Drugs was beneficial to exertion of market mechanism,and relevant government departments should strengthen the supervision of drug quality and price.
