Liaoning Province Further Promotes the Utilization of Foreign Funds in the New Century

辽宁是我国最早建设起来的老工业基地,国有大中型企业集中,存量优势明显,城市化水平较高,经济与社会发展的潜力巨大,是外商投资的热点地区。

During the past two decades, Liaoning province has accel erated the technological renovation by using foreign funds, thus promoting the provincial economic and industrial restructuring and boosting the upgrading of product mix. First, the assets redistribution of enterprises has been realized by the utilization of foreign funds, thus activating the assets (about RMB 40 billion yuan) of the state-owned enterprises in Liaoning province. By far, 2200 state-owned enterprises in the province have been transformed through the utilization of foreign funds. The contracted foreign funds amounted to US$ 4.6 billion, with US$ 3 billion actually utilized. Four hundred large and medium-sized state-owned enterprises have experienced reform with the aid of foreign funds, with 735 projects of transformation and contracted foreign funds of US$3.075 billion. These projects are mainly related to such fields as petrochemical, metallurgy, electronics, mechanics, building materials, light industry, textile and medicines. Second, the restructuring of product mix has been promoted. The average contracted foreign funds for transformation projects of large and medium- sized state-owned enterprises have reached US$3.6million. Among the 500 top multinational companies, 100 have cooperation with the enterprises of Liaoning province. This greatly promotes the quality and competitiveness of products, further optimizing product mix and adapting the operation mechanism to international practices. Third, the technology upgrading of enterprises has been greatly promoted. The joint projects between the large and medium-sized enterprises of Liaoning province and foreign partners are at a high level. Most of them are at the advanced level in the world. Some of them are even first rate internationally. According to statistics, 63% of the advanced equipment introduced by the enterprises for transformation were produced in the 1990s. Fourth, a series of major projects were introduced, which can boost the development of relevant industry and fields. For example, more than US$100million has been invested into the container terminal of Dalian, West Pacific Petroleum project of Dalian, the electric power project of Donggang in Jinzhou and the motorway interchange project for the second ring road of Shenyang. At the same time, a series of projects with high technology and international brands wereinitiated, making the products more competitive. Fifth, the readjustment of product mix for export has been accelerated. Along with the operation of a large number of foreign-related enterprises, the products of Liaoning province begin to occupy a larger share of international market.
