重划运动员商业开发利益——政府投资行为性质的管窥

Defining the Nature of the Government's Investment in the Athlete

目前我国运动员的直属管理组织对运动员的商业开发权、利益分配具有直接干涉,且明文规定奖金分配比例,这两种行为是否合理?运动员的无形资产应由谁来开发?如何开发?开发后的收益怎么分成?在举国体制的意识形态下,本文以公共管理学视角管窥我国政府对专业运动员的投资行为性质,认为国家对专业运动员的成才培养和投资皆属于公益性的公共服务行为,解构目前以政府按比例分配运动员的奖金的合理性提供思辨空间。

Currently the organization that is directly in charge of the athlete is directly involved in their commercialexploitation and the distribution of the interests. Is that a legitimate practice？ Who is supposed to exploit theathlete＇s intangible asset,and how？ How should the profits be distributed？ This essay examines,from the perceptiveof public management,the government＇s investment in professional athletes under the ideology of the national system. The author holds the view that the cultivation of and investment in the athlete falls into the category of publicservice behavior. In the meanwhile the paper analyzes the legitimacy of the way that the government distributes theathlete＇s prize money.
