医院军队人员医疗费用审核平台的设计与应用

Design and Application of Hospital Medical Expense Auditing Platform of Corpsman in Hospital

目的:为提高军队人员的卫生保障水平和广大官兵对健康保障的满意度,实施军队伤病员医疗费用补偿机制改革。方法:建立测算模型对费用进行审核,加强军队医院对外的医药收入与分配管理,从费用统筹与核拨2个层面改革后方医院的补贴方式。结果:建立了以统筹核拨机制为主的军队人员医疗费用管理体系。结论:此项改革在一定程度上解决了军队医院现阶段的建设矛盾,缓解了惜用,抵制了过度,提高了保障和发展力量,成为医院可持续发展的必要措施。

Objective To execute mechanism innovation for medical expense compensation of military casualty.Methods A computational model was established for expense auditing,and the management for external medical income and distribution was enhanced.The subsidy mode for rear hospital was discussed from the aspects of expense arrangement as well as verification and appropriation.Results A medical expense management system for corpsman was established with the mechanism of arrangement as well as verification and appropriation oriented.Conclusion The mechanism innovation solves the problems in the development of military hospital,and contributes to the sustainable development of military hospital.
