长江流域水土保持监督管理规范化建设进展与成效

Development and Effect of Standardization Construction for Monitoring and Management of Soil and Water Conservation in the Yangtze River Basin

长江流域大部分县 (市 )按照水利部关于水土保持监督管理规范化建设的要求 ,加强领导 ,建立健全了水土保持监督执法体系 ,完善了水土保持法规制度 ,全面普查人为水土流失 ,明确了监督执法对象 ,强化管理职能 ,坚决查处违法案件 ,建设了一批恢复治理和返还治理工程 。

Perfect enforcement and monitoring systems of soil and water conservation have been established in great part of counties in the Yangtze River basin through strengthening leadership according to the requirements for standardization by MWR, and soil and water conservation law and regulation have been improved. Based on overall investigation of man made soil and water loss, the object of monitoring and law enforcement become clear, the management function is enhanced. Evident progress and achievement are obtained and a patch of harness recovery projects established, and illegal cases are investigated and prosecuted.
