张家口旅游业管理制度创新探讨

Study on Innovation of Zhangjiakou Tourism Management System

计划经济体制下的管理制度模式已经不适应现代旅游业发展的需要,应对旅游管理制度进行改革与创新。为此,结合旅游业发展实际,对张家口市的旅游业行业管理及行政管理进行制度创新设计:一是建立"双轨制"行业管理组织体系;二是实现行业管理体制的渐进式转型;三是创建旅游业行政管理和产业发展的连续统一体;四是建立"风景与旅游合一"的县级政府旅游组织。

It is obvious that the management and operation system cannot meet the need of the current tourism development in the era of planned economy any longer, which requires the innovation and reform of tourism management？ system. In combination with the actual situation of tourism development in Zhangjiakou city, this study makes an effective design on the industrial management and administrative management and puts forward the following proposals： a ＂double - track＂ industry management organization system, a finally progressive？ realizing industry management mode, a continuum theory of the administrative management and industrial？ development of the tourism, and the county＇s tourism organization of the unity of landscape and tourism.
