Second Discussion of the Relationship between “Ruling by Law”and Democracy——Concurrently Replying to Li Guilin and Liang Wei

“良法”与民主虽有联系 ,但不能简单地在两者之间划等号。法治必然与民主相联系不符合历史实践。法治与民主联姻是历史发展的必然。

Although “fine law” has some relationship with democracy,it does not equal the latter simply as we put them.It does not accord with historical practice if “ruling by law” is connected with democracy.It is a neccessary historical process for “ruling by law” and democracy to unite.
