On the Research of the Financial Early Warning Mechanism about Local Goverment to Deal with the Sudden Natural Disasters

地方政府应对突发自然灾害财政预警机制建设是应对突发自然灾害研究中一个重要内容,有利于地方政府防灾减灾,及时展开应急救援等工作。分析地方政府应急财政预警机制的内涵及其现实意义,探讨地方政府在应对突发自然灾害财政预警工作中存在资金不足、预算资金分配比例失衡、应急财政监测体系不规范、法制不健全等问题,提出地方政府的应对策略,应重点从拓宽救灾资金筹集渠道、优化财政支出结构、建立应急财政风险预警机制、加强财政预警法制建设等方面展开工作。

The local government to deal with sudden natural disasters financial early warning mechanism construction is an important content in the research of sudden natural disasters. It is beneficial for the local government to disaster prevention and mitigation, which timely conduct emergency rescue work. In this paper, we analyze the connotations and the practical significance of local government e- mergency financial early warning mechanism. In addition, we investigate the existence problems of the local government financial early warning mechanism, such as the lack of funds, the budget allocation ratio imbalance, the emergency financial monitoring system is not standardized, the legal system is not perfect, etc. At last, we put forward the coping strategies, such as the broadening the financing channels for relief, optimizing the structure of fiscal expenditure, establishing emergency financial risk early warning mechanism, constructing the tegal system of the financial early warning , etc.
