在公共预算中扩大公众参与,是社会管理模式的重大创新,是基层民主建设的生动典范。巴西阿雷格里港市,德国、法国、意大利等欧洲国家,美国参与式预算模式均各不相同。我国公共预算中公众参与主要有浙江温岭模式、河南焦作模式、江苏无锡模式、上海闵行模式等,都尚存不足,如主要局限在街道乡镇一级实施,主要仅在经济发达地区实施,参与项目及财政资金有限等。预算民主化、法治化、透明化以及预算参与度是理想化模式设计的目标要素,其实施的技术路径应为科学编制预算、完善公众普遍参与的审批体制及健全以公众参与为基础的预算执行和绩效评价监督体系。
