关于地方人大常委会组成人员配备问题的调查与思考

强调地方人大常委会组成人员配备结构的科学性、合理性对地方人大常委会整体效能的影响。试图从地方人大常委会的产生及其行使权力的特点出发，建立“人民群众──代表──常委会组成人员”层级组织模型理论，提出以人大常委会组成人员与人大代表结构的关联性和内在一致性来衡量地方人大常委会的内在结构的科学性和合理性。并以此理论为基础，从年龄、学历（知识）、性别、政治面貌结构四个主要指标对台州市八个县（市、区）人大常委会组成人员配备情况进行调查考察，运用统计学的知识加以分析，阐发一些新的见解。

This article emphasizes on the influence of the Standing Committee of the local People's Congress'. members - allocating structure's scientific nature and rational nature on the whole efficacy of the local People ' s Congress. It attempts to start with the local People's Congress' emergency and its features of exercising power and set up the theory of level - seperated pattern of 'mass of the people - deputies - members of the Standing Committee. This article also points out that the standard to measure the scientific and rational nature of the inner structure of the Standing Committee of the local People's Congress is the connective and consistent nature of the structure of members of Standing Committee and deputies of People's Congress. On the basis of this theory. the wrier investigated the Standing Committee of People's Congress' members - allocating situation of eight counties. cities and districts of Tai Zhou City by four main indexes: age educational background(knowledge) , sex and political background. This article analyses with knowledge of statistics and expounds new ideas.
