浅论生态补偿的实现途径

生态环境的补偿需要一个合理的机制设计,结合农村环境保护工作的实践,分析了生态补偿实现途径的多样化实质是要坚持分类补偿的原则,实事求是地创新补偿机制;长远化重点是要形成长期甚至终生的补偿机制,建立常态考核制度和激励制度;市场化的前提是要合理确定生态补偿水平,按市场规则确定补偿机制,鼓励进行生态补偿交易。

Ecological environmental compensate requires a reasonable mechanism design. Combined with the practice of environmental protection in rural areas, the realization ways of ecological compensation are analyzed, the diverse meaning is adhere to the principle of classification compensation and to innovate the compensation mechanism; the long-term emphasis is forming a long-term or lifetime compensation mechanism, establishing normal appraisal system and incentive system;the marketing＇s premise is to reasonably determine the level of ecological compensation, according to the market rules to determine the compensation mechanism and to encourage ecological compensation transactions.
