辽宁省排污权有偿使用和交易框架设计研究

通过对辽宁省排污权有偿使用和交易工作的分析,结合国内其他试点省的经验,构想辽宁省排污权有偿使用和交易制度的框架,明确目标、范围和工作框架,重点设计规章制度建设、核定和交易、管理建设平台以及监管等,并设计排污权交易制度与现有制度的衔接,为这一新制度在辽宁省推行奠定基础。

Combined with the experience of other pilot provinces, the paper analyzed the tramework ot polluhon- discharge right paid use and trading scheme in Liaoning province. It cleared the objective, scope and work frame, designed the rule, assessment, trading, management and supervision, and made a linkage with the emissions trading and existing institution, to lay a good foundation for the new system implement in Liaoning province.
