摘要
中国科学院所藏1950年档案中有未知来源的《建立人民科学院草案》。通过文献分析和人物访谈，弄清了《草案》是为中国共产党最高领导层对建立中国科学院问题进行决策时提供的建议报告。钱三强在其中发挥了最重要的作用。中国科学院初建时期的机构设置，基本上是与《草案》中的设计相一致的。
In the archieves of year 1950 kept by the C hinese Academy of Sciences,there is A Draft for the Establishemnt of the People's Academy of Sciences of unknown source.Through documentary ana lysis and interviews with related persons,this paper finds out that the Draft was a report of proposal for top leaders of the Chinese Communist Party in making decision on the establishment of the Chinese Academy of Sciences ,in which Qian Sanqiang played a most important role.The setting up of organizat ions in the initial stage of the Chinese Academy of Sciences was identical on th e whole with what was designed in the Draft.
