摘要 随着城镇化的推进,农村土地资产价值不断提升。另一方面,由于农村土地集体所有权主体虚置等因素,农民难以获取由土地流转而带来的资产性收益。近些年来,中央不断强化农民的土地使用权权能,逐渐放宽土地流转的限制。农村土地金融在土地流转的基础上得以快速发展,主要形式是农民将零散土地存入土地信用合作社,经过信用社整合后作为抵押物来换取银行土地信贷部门的贷款。农村土地金融的发展始终伴随着风险的威胁。如何建立一个合理的风险分摊机制是农村土地金融发展的关键问题。本文将对农村土地金融概况和主要模式作简要介绍,系统分析农地金融里各类风险,并尝试建立一个合理的风险分摊机制,使农村土地金融能健康快速发展。 As the urbanization is going on in China, the value of the rural land is increasing. However, it is hard for farmers to obtain the profit from farmland circulation because the ownership of farmland is vague in law. In resent years, central government enhances farmers right of land use, relieving the constraint of farmland circulation step by step. The Land Finance in rural area based on circulation has been developing. It means that farmers deposit their land into credit association of rural land.After organization by credit association,farmers can get the loan from bank when the farmland mortgaged. The development of Land Finance in rural area is always along with the threat of risk so that it is important to establish a well-organized system of sharing the risks. This paper introduces the profile of Land Finance and its main model in rural area, analyzing many kinds of risks. Finally, a system of sharing the risks is put forward for the stable development of Land Finance in rural area.
