辩证地把握“摸着石头过河”与“顶层设计”的关系——相关理论观点述略 被引量:1

摘要 全面深化改革既是一场深刻的制度变迁,也是一场方法论革命。近年来专家学者在"摸着石头过河"与"顶层设计"两者关系方面,主要有三种观点:制度"自然生成"论和改革"摸着石头过河"论,制度"人为设计"论和改革"顶层设计"论,两者辩证统一论。各方观点皆言之成理,可从不同角度和层面给人以启迪。要确保改革深化和成功,应科学地把握摸着石头过河与顶层设计的辩证统一关系,实现制度的自然生成与人为设计、理想与现实、自上而下与自下而上等之间的动态协调与平衡。 Comprehensive and deepened reform is not only a profound systematic change, but also a methodological revolution. Recent years some specialists and scholars held three different ideas about the relationship between "learning by experiments and lessons" and "top design": system "being naturally born" and reform "learning from experiments and lessons"; system "designed" and reform "top designed"; dialectically integrated of the system and the reform . The three ideas provide enlightenment from different angles and views. To ensure the deepening and success of the reform, we should scientifically grasp the dialectically integrated relationship between "learning by experiments and lessons" and "top design" and realize the dynamic coordination and balance between the naturally-formed and well-designed systems, between the ideas and the reality, between top-to-down and down-to-top policies.
