摘要
分析现行火灾调查制度的基本模式及执行中存在的问题,介绍了有关火灾调查制度的地方立法例及其影响,提出了改革火灾调查制度的设想,重点就改革法定调查职责、建立技术调查分离制度、探索纠纷解决替代方式、倡导自行和解和火事调解、改进火灾统计和损失申报等方面进行了讨论。
Analyzed the basic model of current fire investigation system and the problems existing in the execution, introduced the relevant local legislation system of fire investigation of cases and its impact, proposed ideas of reform of fire investigation system,discussed the reform of the legal responsibility investi gation, establishment of technical investigation separation system, exploring alternative ways to settle disputes settlement, advocacy, and fire to mediation, and improvement of fire statistics.
