土地综合整治过程中预防腐败机制探析——以湖南省为例

The Analysis of Mechanisms about Corruption Prevention in Comprehensive Land Managements——A Case Study of Hunan Province

近年来,尽管湖南省的土地综合整治工作提升了资源利用效率和改善了人居环境,但同时也成为了腐败高发区。我省土地综合整治领域腐败呈现出涉案人员级别高、涉案金额大、涉案环节多的特点,究其原因主要有相关法律法规不完善、管理制度存在漏洞、监督措施严重缺位、管理权力过分集中和管理人员存在主观思想问题等五个方面。结合湖南省现状,完善相关法律规章制度、健全项目整治原则和管理制度、强化执法监督机制、防止行政权力滥用和加强管理人员廉政教育有利于预防土地综合整治过程中的腐败。

In recent years, despite the comprehensive land management in Hunan province has improved the efficiency of resource using and made a better environment to live, it is a high incidence of corruptions here. Corruptions in our province have three features such as highly administrative level of suspects, huge amounts of money and numerous steps involved. They may be attributed in five reasons. Combining the present situation of Hunan province, this paper summarizes theories and studies relative to corruption prevention, and then presents five specific recommendations including completing relative laws, consummating management principles and institutions of projects, strengthen supervision mechanisms, protecting executive powers abused and reinforcing integrity educations of governors.
