Feasibility for University Libraries to Implement the Borrow without Returning Rule

有借无还制度不仅能降低对滞架书和提存图书的管理成本,而且能使读者个人的文献需求得到极大的满足,提高图书经费的效益。本文探讨了对滞架书和提存图书实行有借无还制度的合理性、必要性和可行性,阐述了现阶段试行该制度可施行的一些具体措施,并揭示了该制度与目前在西方大学图书馆非常流行的无限期借阅制度的重要联系。

The Borrow without Returning Rule can not only reduce the cost of management to the weeded books but also satisfy the personal need of readers mostly, and so that it can improve the benefit of book funds. In the article we discuss the rationality, necessity and feasibility of implementing it to the weeded books. We also advise some measures to implement the rule, and finally we discuss the contact of the rule with the Borrow without Limiting Rule which is now very popular in the university libraries in the western countries.
