培育有利的内部环境

On Nurturing a Better Interior Environment

论文题为《转变观念，深化改革，切实搞好西部大开发》。作者认为，当前西部大开发所面临的形势，无论是同五十年代集中力量发展重工业，六十年代搞“三线”建设，还是同七八十年代的改革开放比较，在许多方面都已经发生了很大变化。需要创造提供有利的外部条件和内部条件。作者着重从扩大市场、发展非国有经济、深化国企改革、精简机构、提高经济效益五个方面论述了培育西部开发内部环境的工作。

It is argued that the tasks of West China development are different to a very big extent from that of West China industrialization in 1950s, the Third-Frontier Construction in 1 96Os or opening and reform in 1970s and 1 980s. So a better exterior and interior environment should be crested for West China development. On the interior environment issue. the author stresses the necessity in strengthening non-state sector, deepening State enterprise reform, streamlining of government and improving efficiency.
