Design on Evaluation System for Impact of Scientific and Technological Progress of Ningxia

2011年宁夏以地方立法的形式规定建立科技进步影响评价制度,这是宁夏为破解科技进步难题率先在全国进行的重大创新。设计一套科学合理的科技进步影响评价指标体系作为实施科技进步影响评价制度的必要前提,对于加快落实《宁夏实施<中华人民共和国科学技术进步法>办法》中关于建立科学技术进步影响评价制度条款,提高宁夏重大规划和项目实施科技进步成效具有积极的推动作用。

Ningxia established a technological progress impact assessment system in the form of local legislation in 2011. It is the first major innovation in China for Ningxia to deal with the problem of technological progress fatigue. Taking important planning and major projects as the object of evaluation, the paper analyzes the impact of scientific and technological progress from the aspects of project goals design, strategic planning, management, implementation and results, which can provide scientific tools to improve the assessment work of impact of scientific and technological progress. It is helpful to monitor the full implementation of important planning and major project, give full play to accelerate the implementation of important planning and major project in promoting scientific and technological progress.
