中小高新技术企业自主创新能力提升机制分析

实现自主创新能力的提升是中小高新技术企业得以持续发展、提升企业核心竞争力、获取竞争优势的唯一途径。而提高中小高新技术企业的自主创新能力关键是要构建提升企业自主创新力的有效机制。本文从影响中小高新技术企业自主创新能力形成的外部环境和企业内部运行机制两个方面进行思考,将中小高新技术企业自主创新能力提升的有效机制阐释为外部机制和内部机制,具体包括法律机制、税收机制、社会服务机制、市场导向机制、人才培育激励机制以及集成创新机制等,为政府和企业采取有效措施促进中小高新技术企业自主创新能力的提升提供理论依据。

The only way for small-and medium-sized high-tech enterprises to keep sustainable development and obtain competitive advantages is gain innovative power.And the key lies in developing an effective mechanism.This paper first discusses the factors influencing innovation in small-and medium-sized high-tech enterprises（such as the internal and external environment）,and then explores the external and internal mechanisms to help enterprises gain innovation power.We hope to provide a theoretical basis to help the government and enterprises to take effective measures to promote innovative power of small-and medium-sized high-tech enterprises.
