摘要
全球化背景下,人才流动成为国际议题,海外引智是大多数国家的重要工作,其中留学生作为高层次人才成为各国争夺的对象。近年我国大量留学生返回国内,原有吸引留学生回国工作的方法需要更新,依靠信息技术建立起留学人才数据库,对留学人才信息进行采集、监管,应成为我国海外引智工作的核心业务之一。诸如印度、韩国等一些留学输出国已建、在建同样类型的留学人才数据库,其经验值得我国有关工作者消化吸收。
In the context of globalization,talents flow has become an international issue.Most countries compete for global talents,especially for high-level talents.In recent years,as a large number of overseas Chinese students have returned home,it is important for us to improve and update our work of attracting overseas students.An effective way is to construct the overseas students database for mining and managing information of the Chinese overseas students.India,South Korea and some other countries have built the same kind of databases of their overseas talents and their experience is worth learning.
