长期以来,在排涝、防洪、减灾、防灾等方面,水利工程对国民经济的发展做出了很大的贡献,是国民经济和社会发展的重要物质基础。为了实现水资源的可持续发展目标,必须深化水利工程管理体制改革。本文通过分析水利工程管理体制改革中的问题,探讨了体制改革的重点和难点,并提出了一些建议。

Water conservancy project has made great contribution to the development of national economy for a long time in the aspects of drainage, flood control, disaster mitigation, disaster prevention, etc., which is important material basis of national economic and social development. It is necessary to deepen the project management system reform in order to achieve the goal of water resource sustainable development. Keys and difficulties of system reform are discussed, and some recommendations are proposed through analyzing problems in water conservancy project management system reform.
