The article briefly states the superiority in situations and transportations of Huaihua ,and the great advievements of economic construction which have been made during the twenty-year period of reforming and opening.In order to promote the economic grouth,the essay concludes three measures and solutions,which are based on the new situations and new chanllenges of the mountainous regions.These are :(1)Construct the market agriacltural economy to facten the steps of realizing the industrial agricultare.(2)Strenghthen the siates enterprise's ability of reforming,developing and resedving problems.Promote the process of developing industrialization of the mountainous region.(3)Emphasize on developing the new economic growth pomts of the economic entitics town and township enterprises,non-public owership economy,the three-capital enterprises and the unemployed.Create the necessary economic conditions on the basis of rich economic strwenghth,to quickly turn Huaihua into the central city in the near future, which the neighbouring five provinces are around.
