Out Government Center Logic:Theory and Practice about Separating Management Reform of Chinese Professional Sports

站在服务我国职业体育发展的议题下,体育行政部门需要转变自身职能以顺应其发展,管办分离是其重要一环。在规范研究范式下,研究指出:管办分离是政府职能优化的组织改革实践,源起于举国体制的我国职业体育,其管办分离源起又带有摆脱政府中心逻辑、顺应职业体育市场化提速的意蕴;转变政府立场重框体育行政部门职能边界、还市场主体地位、破解职业体育市场发展困局,则构筑了我国职业体育管办分离改革的基本践行基点;而实践中,则需依赖政府主导的强制性制度优化和遵从市场逻辑的引导性补偿机制推进,同时需提防机械论的不良观点。

As servicing our professional sports development, the practice of separating management may be an important part, which the sports administration departments need to transform their functions. In the normative research paradigm, this research indicates： separation management is the organizational reform practice of government functions, which originated in sports nationwide system, and involved implication about getting rid of the source from the center of government and following market speed. Then how to reframe sports administration functional boundaries from transforming government stance, give the core players of market, and crack professional sports market predicament, may be basic practice basis of the separation management reform of professional sports. While in practice, it need to reliance on government-led mandatory system optimization and compliance guiding logic of the market compensation mechanism to promote, simultaneously beware of bad mechanical view.
