摘要
老人为医疗资源最大消费者。囿于种种原因,北京大多数养老院无法向老人提供专业的医疗服务,致使老人对位于城里的医院产生了严重的路径依赖,加剧了城里的公办养老院"一床难求"的局面;大多数养老院怕担医疗、法律、道义等多重风险,将重病老人、失去自理能力的老人、失能失智老人拒之门外,致使真正需要进养老院的老人反而进不了养老院;养老护理员流动频繁,不能稳定从业;部分乡镇养老院资源虚耗。凡此都加剧了北京养老院的养老难局面。化解北京养老院养老难问题,可将现有医疗资源最大限度普惠养老院,变"老人进医院"为"医疗资源进养老院";扩充养老院建设,将增量资源向重病老人、失去自理能力的老人、失能失智老人等弱势老人群体倾斜;加强养老护理员培训,采取多种激励方式,提升养老护理员的工作专业度、稳定度;积极推进"公办民营"改革步伐,盘活效率低下的存量养老院资源。
Most old people could not get enough professional medical care from the nursing homes, so they mostly depend on urban hospitals, which has made every bed in the hospital to be valuable. The nursing homes are likely to decline ＂ troublesome＂ old people＇s petition because of various risks such as medical, legal, moral ones they may face. Moreover, high turnover rate of employee and wasted resources in some nursing homes make this problem more serious. This paper puts forward several counter measurements to solve this problem, such as： put more medical resources in nursing home; expand nursing proportion of those weaker old people; strengthen personnel training; attract funding in public nursing homes.
