宁波外来务工人员中70%以上为初中及以下文化程度,他们为宁波社会经济发展做出极大贡献的同时,也成为我们宁波创建学习型社会的一个短板。他们来宁波就业以后的文化学习是一个什么样的状态,有什么样的学习需求,我们宁波各级政府相关部门和用人单位在提高外来务工人员文化素养方面又都应做些什么,这些都应引起我们的关注。
