新阶段僰人特困群体扶贫开发的困境与思考

分析了僰人特困群体的现状,即:贫困程度深,脱贫难度增加;自然环境条件差,扶贫攻坚难度大;受教育程度低,自我脱贫能力弱;产业扶持针对性不强,产业发展缺乏后劲;输血式扶持方式,对政府依赖严重;缺乏有效的民族文化保护措施,民族文化濒临失传等问题。通过进村入户调查走访,提出了在僰人地区大力培育和发展特色优势产业,夯实僰人脱贫的经济基础;高度重视文化教育事业发展,提升僰人素质增强发展能力;重视生态环境建设,建立僰人扶贫开发生态补偿机制;创新僰人群体扶贫开发模式,构建僰人特困群体社会安全保障建设试点。

The Bo people poor groups face many problems, for example deep poverty and poverty alleviation increases difficulty, poor natural environment and poverty alleviation is difficult, they get low levels of education and weak self-ability is out of poverty, their supports for the in- dustrial development is not strong and lack of industrial development potential, blood transfusion type support rely heavily on the government, lack of effective protection measures of national culture and national culture has bordered on the extinction etc.. Through the villages and households survey, several suggestions were put forward, including cultivate and develop the competitive industries of characteristics in the Bo people area and strengthen economic base of the Bo people out of poverty, attach great importance to culture and education development and improves the development ability of the Bo people; pay attention to the ecological environment construction and establish the ecological compensation mechanism of Bo people in poverty alleviation and development, innovate mode of poverty alleviation and development of Bo people poor groups and establish social security oilot proiect.
