摘要
大学人事制度改革开放以来取得的成就与存在的问题说明,影响大学人事制度制定的要素主要是两个方面:一是基本人权的保障;二是发展机会的提供。对于前者,人权理论提供了可供思考的依据;对于后者,国家行政管理体制改革理论是大学人事制度进一步完善的基础。在人事制度改革中,应该将改革理念的核心要素体现在"共同"意义上——形成保障大学教职员工基本人权和提供公平发展机会的共同理念,以此推进大学人事制度改革的深化。共同理念主要包含四个方面的内容:共同愿景、共同治理、共同遵守、共同认可。
The article argues two core factors impacted on reform of university personnel institutions that are essential rights guarantee and fairness of developing opportunity,which based on analysis to achievements and current existing problems since Open Door Policy.For two key factors,the former provides critical thinking evidence to the theory of human right,and for the later to the theory of national administrative managerial system reform.Therefore,the article explores common concepts to support the further reform of university personnel institutions as a core nature.In order to improve further reform of university personnel institutions,it is necessary to get common concepts on guarantying university staff’s essential human rights and providing fairly developing opportunity.The common concepts refer to be four aspects,such as shared vision,common governance,common obey and mutual recognition.
