学术期刊利用数据之规范化探讨

The Study on the Norm of Journal Use Data

学术期刊利用数据对于图书馆发展、学术评价都有着重要的参考价值,我国自20世纪80年代开始研究、开展期刊利用统计以来,取得了诸多成绩,但是仍存在许多问题,包括:传统统计方法局限、过分重视"引文"、利用数据过于表面、统计主体分散、利用数据应用不够。这些问题的产生与我国图书馆自身定位、管理体制、业务细节设计、人力物力等有着密切的关系。在借鉴欧美国家学术期刊利用数据统计经验的基础上,我国应该重点从馆际合作,联合期刊编辑出版机构、全文数据库商等利益相关者,制定统计规范,建立统一统计平台,获得经费资助等方面开展学术期刊利用统计的研究与实践。

Journal use data is very important to the library＇s development and the academic assessment. China has achieved lots of achievements since stated to research and count the journal use data in the 1980s. Meanwhile there are also many problems need to be solved, such as the limits of traditional count methods, the citation fetishism, the superficiality of use data counted now, the lack of cooperation between the organizations who count the data and low efficiency of data use. These problems are resulted from the unclear self understanding of libraries, the problems exist in the library management system, and the library-tasks design, shortage of fimds and human resources and many other reasons. Through drawing on the experiences of foreign countries＇ practices, the author thinks that the libraries, publishers and other groups should cooperate strongly, make statistic standards, create unified statistic platform and get as many fimds as possible in the future.
