2013年由济南市农民工联合调查组撰写的本报告证明,济南市一百多万农民工在工资待遇、劳动管理、就业培训、社会保险、公共服务、政治权利、城市融入等九个方面都程度不同地存在工作盲区或薄弱环节,农民工的合法权益经常遭到侵犯和损害,特别是他们融入城市和现代社会的步履相当艰难。进一步加强和改进济南市农民工工作的建议是:一是在工作思路方面,要把握"12345"总体要求,即掌握一个总体情况,掌握维护农民工切身利益的两个原则,消除三对矛盾,把握政策、对策取向的四个转变,健全五项民生工程。二是在服务管理方面,要强化十条措施。主要有在职能部门设立负责农民工工作的专门机构、建立农民工综合服务中心、建立农民工信息网络平台、建立农民工权益保障机制、推进城乡社会保障体系统筹和制度衔接等。三是在社会资源方面,要注重发挥社会组织的作用。四是在素质建设方面,要提升农民工的人力资本和社会资本。

the report written by the team of Jinan migrant workers joint investigation in 2013 shows that： to the one million migrant workers inJinan City, there exist to some degree work blind or weak link in wages, labor management, job training, social security, public services, politicalrights, urban integration, the legitimate rights and interests of migrant workers often suffer abuse and damage, and their integration into modernsociety is especially difficult. Recommendations to further strengthen and improve the work of migrant workers in Jinan are as follows： Firstly, inwork idea, we should grasp the general“12345”requirement, i.e., grasp one overall situation, grasp the two principles of safeguarding the vitalinterests of migrant workers, eliminate three contradictions, grasp the four changes of policy and countermeasure orientation, and perfect thelivelihood projects. Secondly, in terms of service management, strengthen the ten measures, mainly including that in the main functional departmentset up a specialized agency responsible for the work of migrant workers, establish service centers for migrant workers, build migrant workersinformation network platform, establish migrant workers rights protection mechanisms, and promote the convergence of systems of urban and ruralsocial security and so on. Thirdly, focus on the role of social organization in social resources. Fourthly, enhance human capital and social capital ofmigrant workers in quality construction.
