政府与社会组织合作参与公共服务的发展探析

Development of the Government and Social Organization Cooperating in Public Services

在转型加快期创新社会管理的过程中,社会组织作为政府与公众沟通的桥梁发挥着越来越重要的作用。如何重构政府与社会组织的关系,推进社会组织健康有序发展,形成公共服务社会化的合力,成为重要的研究课题。从政府与社会组织合作参与公共服务的重要作用、合作路径及其保障机制等切入点出发,对政府与社会组织合作提供公共服务的新模式进行了研究。

In the process of social management innovation during the accelerated and transition time, the social organization as the bridge is playing a very important role in the communication between the government and the public. Therefore, how to reconstruct the relationship between the government and social organizations, and make social organizations develop healthily and orderly, form the result- ant force of public service socialization, become important research topics. In this paper, we resear- ches new pattern that the government cooperates with social organizations to provide public services, from effect of the cooperation between govemment and social organizations to provide public services, cooperation path and safeguard mechanism.
