关于加强科技信息基本情况研究的思考

Considerations of the Research on the Basic Situation of Strengthening the Scientific and Technical Information

文章重点阐述了基本情况研究的内涵、历史演变,及基本情况研究的主要特点、主要内容、存在的问题。提出了开展基本情况研究的建议,主要包括:一是强化基本情况研究顶层规划,进一步明确各科技信息研究机构分管领域;二是加强资料搜集,扩充搜集范围;三是突出分析研判,做好数据校核、事实判断、趋势分析;四是注重建用结合;五是作好持续跟踪积累;六是做好基本情况研究统筹安排。

This paper expounds the connotation, history evolution, main characteristics, main content and existing problems of the research on the basic situation. Then, the paper puts forward the suggestions to carry out the research on the basic situation as follows ： firstly, to strengthen the top-level program of the research on the basic situation, and further clarify field of each scientific and information research institution; secondly, to enhance the information collecting and extend the collection range; thirdly, to highlight the analysis and judgment and accomplish data checking, fact judgment and trend analysis ; then, to focus on the combination of building and using ; next, to keep tracking and accumulating; finally, to do well in the overall arrangement of the research on the basic situation.
