专利情报服务体系的研究对于实施科技创新战略具有重大意义。文章将顶层设计概念引入对专利情报服务体系的研究,即从参与主体、专利情报服务体系功能、专利情报生产流程和专利情报支撑体系4个维度对专利情报服务体系进行顶层分析,并对专利情报服务体系的构建提出对策建议。

The study of the patent information service system plays an important role in the implementation of science and technology innovation strategy. This paper introduces the concept of top-level design into the study of patent information service system, namely, to carry on the top-level analysis for patent information service system from 4 dimensions： such as participating subjects, patent information service system features, patent information service system process and patent information supporting system, and puts forward some countermeasures and suggestions for the construction of patent information service system.
