基于TOPSIS的新疆15个地州市碳排放经济效率评价研究 被引量:7

A Research on Economic Efficiency of Carbon Emissions in Xinjiang 15 Prefectures Based on the TOPSIS Evaluation

摘要 基于新疆15个地州市2008~2012年的工业能源消费数据,首先测算了新疆15个地州市2008~2012年的碳排放量,进而利用OWA算子赋权的方法对2008~2012年进行权重分配,并使用TOPSIS评价模型对新疆15个地州市碳排放经济效率进行评价.研究结果表明:(1)北疆11个地州市的五年平均碳排放经济效率总体高于南疆4个地州市,分别为2.269和0.852亿元/万吨.(2)以2012年为例,碳排放经济效率排在前三位的是克拉玛依、乌鲁木齐和昌吉,分别为:4.034、3.654和2.799亿元/万吨;碳排放经济效率排在后三位的是喀什、克州和和田,分别为0.894、0.809和0.741亿元/万吨.据此提出南北疆应实行差异化低碳战略,改变区域经济发展方式,优化能源结构,加强技术创新等政策建议,以期为新疆节能减排政策的制定和低碳省区建设提供科学依据. Based on the industrial energy consumption data of Xinjiang in 2008-2012,we calculate the car-bon emissions of Xinjiang 15 prefectures in 2008-2012 at first, and then the use the method of empowerment, OWA operator weights allocation for 2008-2012, and evaluating carbon economic effciency of Xinjiang 15 prefectures by using TOPSIS evaluation model. The results show that: (1) the carbon emissions of economic effciency in northern prefectures of Xinjiang is overall higher than southern prefectures, respectively is: 2.269 and 0.852 one hundred million yuan per ten thousand tons. (2) take 2012 for example,the carbon emissions of economic effciency in the top three is Karamay, Urumqi, and Changji, respectively is: 4.034,3.654 and 2.799 one hundred million yuan per ten thousand tons;the carbon emissions of economic effciency is those in the bottom three, Kashgar, Basque and Hotan, were 0.894, 0.809 and 0.741 one hundred million yuan per ten thousand tons. Some advices and policy suggestions should be put to the Xinjiang, we should carry out the differentiation strategy of low carbon, change the regional economic development, optimize energy structure, strengthen the innovation of technology to provide scientific basis for making Xinjiang energy policies and the construction of low-carbon province.
