Implementation of the most stringent water resources management system to the Project of Saving Water and Increasing Grain Yield in Four Provinces of Northeast China

根据最严格水资源管理制度的内涵,结合东北四省区节水增粮行动项目的特点,提出在项目区实施最严格水资源管理制度的具体要求,实现水资源的全过程管理,使之与当地水资源承载能力相适应,保障项目节水增粮增效可持续。

Specific requirements are raised for the implementation of the most stringent water resources management system in the project areas of Saving Water and Increasing Grain Yield in Four Provinces of Northeast China, taking the intention and contents of the system and special features of these provinces into consideration. It is recommend to realize complete process management of water resources so that it is able to adapt to the local conditions and sustain benefit generation of the project.
