从政府职能出发理解中国道路——兼论中国特色的引导型政府职能模式

Understanding China Road from Government Function Perspective: A Study on the Rise of Guide-oriented Government Function Model

20世纪后期以来,"全球风险社会"不期而至,向世界各国提出了社会治理变革的诉求。正值西方发达国家疲于应对这一诉求而陷入发展的困境时,中国不仅有效化解了危机而且实现了经济与社会的快速发展。于是,国内外学者开始关注中国崛起并尝试性地发现中国道路的奥秘,以求为全球经济复苏与社会进步提供一剂良方。遗憾的是,传统的中国道路研究因缺失了"立足中国""学科融合"的政府职能视角,直接影响了人们对这一问题的深入理解。在政府职能视阈下解读中国道路,可以发现:中国道路的奥秘就是中国政府创造性地使用了引导型政府职能模式;引导型模式不同于主导型模式,在主体上归属于服务型政府且具有全球性价值。

Since the late 20th century,the sudden occurrence of Global Risk Society has challenged countries a-round the world to resort to social governance reforms. When the Western countries have fallen into dire straitsstruggling to cope with the requirement,China did not only effectively resolve the crisis but also achieved a rapideconomic and social development. Thus,scholars home and abroad began to pay attention to the rise of China andtried to discover the mysteries of China Road（CR）,in order to provide a good way for the recovery of the globaleconomy and social progress. Unfortunately,due to the lack of a foothold in China and discipline integration per-spective of government functions in the study of CR,the traditional study has a direct negative impact on people忆s in-depth understanding on this issue. From the government function perspective to understand CR,it can befound that the mystery of CR is the Chinese government＇s creative use of Guide-oriented Government FunctionModel（GOGFM）;GOGFM is not Control-oriented Model,and belongs to Service-oriented Government.
