公共财政投资下转基因生物知识产权的共享意愿研究——基于研发、管理与应用数据的实证分析

On the Sharing Willingness of Intellectual Property for GMO in the Case of Government Investment:An Empirical Analysis Based on the Data from Researchers,Managers and Users

基于317份转基因生物技术研发人员和管理人员的问卷,分析了当前我国转基因生物知识产权共享现状,并利用Logit模型对影响转基因生物知识产权共享意愿的因素进行了实证研究。结果表明:研发主体特征、研发主体对共享收益的认知以及当地经济条件对共享意愿有显著影响。基于现状分析和实证研究结论,提出支持完善转基因生物知识产权价值评价机制和共享收益分配机制、搭建转基因生物知识产权共享平台、进一步培育良好的社会知识产权文化氛围、引导和支持社会力量参与农业科技项目等政策建议。

Based on 317 questionnaires answered by the transgenic biological technology researchers and manage-rial staff members,this paper analyzed the status quo of the sharing of GMO intellectual property in China byLogit model and found out the factors influencing the sharing willingness of them. The results showed that thecharacteristics,the revenue cognition and the level of economic development have significant effect on it. On thebasis of status analysis and the result of empirical analysis,suggestions are put forward as follows： to support thenon-profitable firm to participate in the construction of intellectual property sharing service system,to improve theevaluation system,to build a better social atmosphere of intellectual property culture,to support the social forcesto participate in agricultural science and technological projects.
