协同式评价:项目社会评估新模式及其在我国应用前景分析

Collaborative Evaluation: New Social Evaluation Model and Application Prospect of it in China's Projects

协同式评价理论作为一种在国外得到较大范围应用的先进社会评估方法,具有与传统社会评价不同的程序和内容。文章分析了当前我国社会评价的弊端,介绍了协同式社会评价的起源与发展,综述了其评估方法、评估程序及其在工程项目社会矛盾化解中的优势等方面的研究现状,并论证了在我国项目社会评估与社会稳定风险评估中运用协同性评价方法的必要性,探讨了其运用需要具备的前提条件。面对我国工程建设引发的群体性冲突事件逐年上升的趋势,协同式社会评价能为项目决策提供更为科学有效的支持。

This paper reviewed the collaborative evaluation theory in terms of assessment methods, procedures and its advantages in resolving social conflicts. The feasibility of adapting this method into the China＇s project assessment was then discussed. It is expected that this method would better assist in the decision making for the construction projects in China.
