高潜水位采煤沉陷地复垦治理对策研究

Proposals on Countermeasures of Reclamation Control in Coal Mining Subsidence Land with High Underground Water Level

介绍了高潜水位采煤沉陷地煤粮复合、耕地损毁及复垦治理情况,指出了现有政策条件下采煤沉陷耕地报损核减制度缺失、征收补偿标准不合理、失地农民社会保障制度不健全、土地流转政策缺乏以及多重税费企业负担重是该区复垦治理中存在的主要问题,创新性提出了建立高潜水位采煤沉陷耕地报损核减政策及相关配套政策是从根本上解决政府、企业和失地农民最大困难的治本之策,并从增强土地保护意识、提升开采和复垦技术水平、加大复垦治理政策和资金支持角度提出了建议。

The paper introduced the coal and grain complex, farmland damage and reclamation control conditions of the mining subsidence land with a high underground water level and pointed out that the defect of the farmland damage and approved reduction system, irrational land expropriation and compensation standard, imperfect social security system of the farmers lost farmland, the defect of the land circulation policy and the heavy enterprise load of the multi taxes would be the major problems existed in the reclamation control of the area. The paper innovatively provided that the establishment of the damage and reduction approved policy and the related matched policies of the coal mining subsidence farmland with high underground water level would be the fundamental measures to solve the max difficulty of the government, enterprise and farmers lost land. The proposals were provided from the views to enhance the land protection awareness, to upgrade the level of the mining and reclamation technology, to enlarge the reclamation control policy and the financial support.
