我国矿产储量评估师制度现状分析与政策建议

Analysis of system and policy suggestions on valuer of mineral reserve in China

我国储量评审制度已建立了60多年,为我国矿业和经济社会发展起到了重要作用。1999年,为适应我国经济体制改革发展的要求,我国建立了矿产储量评估师制度。本文在总结我国储量管理制度改革历程的基础上,分析了当前我国矿产储量评估师管理制度中存在的制度不完善、储量评审师规模少、专业结构不合理、评审工作缺乏技术指导、国际互认机制尚未形成等主要问题,针对存在的问题,建议进一步完善管理制度,建立常态更新补充机制并充实储量评估师队伍,建立行业自律组织并加强技术指导,早日实现我国矿产储量评估师的国际互认等以促进我国矿业和经济社会的健康持续发展。

China’s examination system of mineral resource has been established for over 60 years ,it has played an important role in Chinese mining and economy-society development .In 1999 ,in order to meet the requirements of economic system reform ,China has established a system of valuer of mineral reserve .This paper was based on summarizing the reform process about China＆#39;s reserves management system ,as well as analyzing drawbacks of current management system on valuer of mineral reserve ,the drawbacks includes system’s imperfect ,not enough valuers of mineral reserve ,irrational structure in valuer of mineral reserve , lack of technical guidance in evaluation and imperfect international mutual recognition mechanism and other major issues .It is recommended to further improve the management system ,establish a normal update mechanisms and enrich the team of valuer of mineral reserve ,set up self-regulatory organizations in this field to strengthen technical guidance and promote international mutual recognition on valuer of mineral reserve , to early achievement of accelerating our mining industry and economic-society sustainable development .
