摘要
城市快速路是上海城市道路交通的命脉,以不足6%的设施量承担中心城区包括内环线在内全市30%~40%的标准车公里。但是,随着城市的迅速发展,外围区的土地用地性质改变,快速路系统的交通运行特征逐渐从高峰时段拥堵,迅速向“拥堵范围扩大化、拥堵时间持续化”发展,主要是中心城区流量趋于饱和。通过对常发拥堵路段的梳理,分析各种拥堵“顽症”的产生原因,从需求控制、交通管理等角度提出改善建议。
Urban expressway is regarded as the lifeline of Shanghai urban road traffi c, with less than 6% of the facilities and undertaking 30% ~ 40% standard vehicle kilometers of downtown including the Inner-Ring. With the rapid development of the city and the change of the peripheral land use, the traffic operating characteristics of Shanghai urban expressway are changed from congestion during peak hour to congestion range expansion, congestion time steps rapidly and the traffi c fl ow of the downtown being close to saturation. According to an analysis of main congestion road sections, different causes are analyzed and improvement suggestions are proposed from aspects of demand control and traffi c management.
