中国劳动力市场一直存在城乡之间以及城市内部双重分割的问题,在渐进式的改革模式下,城乡分割逐渐瓦解,但同时又强化了城市内部的二元分割。未来劳动力市场变革的核心将转向打破城市内部优先部门与次级部门之间的分割,但源于既得利益者的阻力,难度将更大。它需要由中央政府充当第一行动集团,通过精巧的机制设计来满足激励相容条件,同时在两个部门之间就政府和市场两种资源配置力量进行对调,以促进两部门的均衡发展。

In Chinese labor market there has been a problem of the dual segmentation between urban and rural areas and segmentation within the city. With the progressive of reform,the division between urban and rural areas has gradually disintegrated. But the dual segmentation within the city has been strengthened at the same time. The core of the future labour market reform is to break the internal partition of priority sector and secondary sector in the city. But this requires the central government serve as the first action group, to satisfy the incentive compatibility conditions through the mechanism of the sophisticated design. At the same time, the resource allocation in the two sectors should be exchanged between the government and market forces to promote the balanced development of the two sectors.
