协商民主的制度化与地方治理体系创新：顺德决策咨询委员会制度的经验及其启示

Institutionalizing Deliberative Democracy and Innovating Local Governance:a Case Study of Advisory Committees in Shunde,China

协商民主是政治参与的重要形式和途径,也是推动善治的重要途径,代表了中国政治发展的可能方向。然而,在我国是否存在真正的协商民主的实践,少数地方性、零散的协商民主的试验能否持续和制度化,协商民主在我国的发展前景如何等问题上,学界一直存在分歧和争论。基于对顺德决策咨询委员会(简称"决咨委")制度的发展经验的考察和分析,论文指出协商民主在中国是存在的,并在地方层面不断发展和制度化;决策咨询是我国政治参与和协商民主的重要制度创新,也是推动地方治理体系创新和治理能力现代化的积极尝试和取得的重要成果。顺德的决策咨询制度值得深入研究和推广。

Deliberative democracy provides an important means and channel of political participation,and also promotes good governance,representing apossible orientation of political development in China.However,controversies are found on issues such as whether real deliberative practices exist in China,whether sporadic,small-scale experiments can sustain and institutionalize,and the prospects for deliberative democracy in China.By investigating the development of Advisory Committees and their roles in the policymaking process and public governance in Shunde,this paper shows that real deliberative practice does exist in China and is being institutionalized at the local level.The Advisory Committee is a key channel of political participation and an institutional innovation of deliberative democracy.It also facilitates innovation in the local governance system,improves the governance capability and thus stands for a great achievement in this regard.Development experience of the Advisory Committee in Shunde deserves further research and policy diffusion.
