基层政府行政审批制度改革的路径分析--以顺德为案例

Grassroots Administrative Approval System Reform——A Case Study of Shunde

基层政府行政审批制度改革是地方行政体制改革的重要内容。基层政府行政级别低,权限弱,在改革中面临较大阻力。基于多次深入访谈,本研究以顺德行政审批制度的改革为案例,分析改革模式和路径。研究发现,虽然顺德在改革过程中遇到难以突破的深层障碍,但依凭一系列动力因素,顺德采取迂回策略,以变通方式绕过障碍,持续推进改革。本研究试图通过讨论顺德的改革路径,分析、解释基层政府推进行政审批制度改革的机制。

Grassroots administrative approval system reform is an essential part of China's local administrative reform.With relatively lower administrative levels and jurisdiction,grassroots governments confront the main obstacles in the course of reform.Based on in-depth interviews and secondary sources,this article sheds light on the path and paradigm of the grassroots administrative approval system reform by taking Shunde as a case.It finds that Shunde strategically dealt with the institutional obstacles that were hard to conquer.The drive of reform lies in its dynamics.
