中越边境进口药材监管工作中存在的问题及对策

Problems and Countermeasures in Supervision and Management of Imported Herbs

目的对中越边境药材进口监管工作中存在问题进行分析和总结,提出下一步的监管对策,为监管部门加强进口药材监管提供参考。方法从贸易方式、药材质量、法规政策、实施执行、贸易安全、合作机制、遏制跨国违法、边境监管力量等方面分析了存在的问题。结果与结论要从完善相关的法律法规、加强双边合作、加强培训、提高素质等方面入手,加强边贸药材进口的监督管理。

Objective The existing problems in supervision and management of imported herbs were analyzed and summarized, and the corresponding countermeasures were put forward, to provide a reference for regulatory departments to strengthen the supervision and administration of imported herbs. Methods Existing problems were analyzed from such aspects as the patterns of trade, the quality of medicinal materials, regulations, policies, enforcement, trade safety and cooperation mechanism, the multinational illegal, border regulatory power, etc. Results and Conclusion By means of improving the construction of the laws and the regulations concerned, strengthening the co-operation and training, upgrading the quality of the supervisors and inspectors, supervision and administration of imported herbs should be strengthened.
