History of economy indicates that a rational system arrangement is an important factor in promoting economic growth, and system innovation is the major function of government in developing economy. As far as Inner Mongolia, to have a rapidly economic growth in western development, the government should break with the limitation to efficient formal systems from informal systems by changing its ideas, and choose a set of efficient system arrangements and policies according to the demand of market economy and the fact of Inner Mongolia.
