农村计生家庭夫妇“体面保”养老制度及可行性分析——对苏北睢宁一县的调研

On the Feasibility of Establishing a Decent Retirement Pension System for Rural Family Planning Couples:A Study on Suining County in Northern Jiangsu Province

为寻求治本之策,本文提出了建立"农村计生家庭夫妇‘体面保’养老制度"的政策主张。其最大意义在于,由于与计划生育国策捆绑在一起,农村社会养老保险所要负担的人口将会逐步减少,我国社会养老保障制度的城乡并轨也将成为可望又可及。为考量其可行性,笔者选择江苏睢宁做了一县调研。对预期财政负担的测算表明,在我国推行和实施该制度即便在经济欠发达的农村地区也是可行的。

The paper proposes the establishment of a decent retirement pension system for rural family planning couples as a long-term solution. The greatest significance lies in the gradual reduction of covered population by rural social security system and the possibility of the merger of social security system in rural and urban areas owing to the combination of family planning policy. In order to analyze the feasibility of decent retirement pension system for rural family planning couples, we make an investigation on the spot on Suining county in Jiangsu province. The calculation of expected fiscal burden confirms its feasibility in China, even in the economically under-developed rural areas.
